        At this time the state of Arkansas has one project sponsor that runs the HOPWA program for the state, offering Tenant Based Rental Assistance (TBRA) and Short Term Rent, Mortgage, and Utility Assistance (STRMU) as well as case management services. Additionally, Arkansas only has scattered site housing around the state.

        Provides housing assistance to persons/families living with HIV/AIDS through funding from the following: HUD HOPWA, HUD Shelter Plus Care, Ryan White Modernization Act funding (for rent subsidy programs; and HUD Supportive Housing Program funds for transitional housing in a group home setting. Housing Case Managers help assist individuals and families with HIV/AIDS in their search efforts to locate housing.

    • Idaho
        HOPWA is administered by the Idaho Housing and Finance Association. There is Tenant-Based Rental Assistance and some limited supportive services. Case managers are usually instrumental in assisting HOPWA clients in locating and acquiring housing.

        Idaho Housing and Finance Association (IHFA) currently has 6 contracted HOPWA service providers throughout the State of Idaho.     • Michigan
        In Michigan there are 3 'formula' grantees: The City of Detroit (Detroit & Wayne Co.), The City of Warren (Livingston, Oakland, Macomb, Lapeer & St. Clair counties), and the State of Michigan/Michigan Dept. of Community Health (MDCH) for the balance of the state.

        MDCH contracts for HOPWA services with 9 agencies that provide the HOPWA services directly. To qualify for HOPWA services the household must be low income and a member of the household must be HIV positive.

        Persons seeking assistance should contact one of the HOPWA agencies directly. Note: Service areas/balance of state regions are general service areas. Agencies may serve persons outside of their region. Housing assistance is provided in the household's currently rented or owned homes/apartments. If homeless, assistance with locating rental housing can be provided. HOPWA does not fund or aid in the purchase of housing.

    • Minnesota
        Most of the temporary housing resources are administered through Minnesota HIV Housing Coalition.

        Clare Housing provides affordable housing, supportive services and care for people living with HIV/AIDS. (612) 236-9515

        The Minnesota AIDS Project has a program called THP (temporary housing program) to assist individuals with housing issues.Ê MAP also operates an information hotline called the MAP AIDS Line which helps people connect with services (612) 373-2437.

    • New Jersey
        New Jersey has one state formula grantee New Jersey Department of Health and Senior Services (NJDHSS) that provides, through the New Jersey Department of Community Affairs (NJDCA), tenant-based rental assistance (TBRA) to eligible households in only the following counties: Atlantic, Cape May, Cumberland, Mercer, Salem and Warren.

        Also, the NJDHSS is a competitive HOPWA grantee that provides, through the NJDCA, TBRA to eligible post-incarcerated persons in cooperation with the State Corrections Initiative. The cooperating HOPWA Coordinators are:

        For the above HOPWA programs, each applicant must be connected with an HIV Case Manager who certifies their HIV/AIDS status and assists them with locating housing.

    • New Mexico
        The AIDS Housing Opportunity Act established funding through HUD to support specialized Housing Opportunities for Persons with AIDS (HOPWA). The intent of this program is to provide safe, decent, and sanitary housing to reduce the risk of homelessness for individuals with AIDS and to connect them with the supportive service they need to maintain permanent housing.

        The New Mexico Mortgage Finance Authority (MFA) is the designated administering agency in New Mexico for HOPWA funds. MFA subcontracts the funds to member agencies of the HIV-AIDS Health Management Alliances which covers five HMA regions of the State.
